The Local Context

The RAA (Regional Centres to support children and young people from migrant origin) have been established in 1980 in eight industrial communities and cities with a high proportion of migrant workers in the Ruhr area. Up to now they have been extended to 27 towns and communities in Northrhine-Westphalia. To support the network of the 27 local RAA the HAUPTSTELLE RAA was established in Essen in 1988.
The RAA are funded by the community, the Ministry of School, Science and Research and the Ministry of Work and Social Affairs, Qualification and Technology.

The RAA's key issue is to co-operate with and build up a network of the educational institutions and approaches, starting with pre-schooling and ending with the vocational education. The aim of the RAA is to give the migrant children from nursery school to the transition from school to job as many opportunities as german children have.

One main emphasis of the work of the RAA lies on the improvement of chances for young people with a foreign background at the transition from school to work. In the past most of the supported young people had a turkish background, because this group was and is the biggest one.

Young Italiens were seldom in the focus and normally they didn't and don't ask for support. However the analysis of the situation as well as the experiences that some RAA have gained with this target group have shown a special need to improve the situation of young people with an Italian background.
